impacts to the environment and local stakeholders as we pursue
a better standard of living for all people. SC&A's expertise in
the environmental and energy fields is an important component to
achieving a more sustainable world.

Emergency Management


For more than 10 years, SC&A has provided expertise and support to protect our Nation's critical infrastructure from both technological and natural disasters and emergencies, including acts of terrorism. With a specific, but not exclusive focus on programs involving radiological and nuclear materials, SC&A has worked with DHS, FEMA, EPA, DOE, OSHA, CDC, DARPA, various national laboratories, and other Federal clients in supporting preparedness, response, recovery, and mitigation efforts within emergency management, homeland security, and national security programs. Some examples of our broad cache of services include risk assessment; compliance and evaluation; training, guidance, conference, and outreach support; exercising; planning; radiological health and safety policy; and scientific analysis and assessment.

Nuclear Licensing & Engineering Support


SC&A maintains a broad range of nuclear licensing and engineering specialists to provide technical support in the licensing of nuclear facilities, and in the accompanying safety and environmental evaluations. We have provided the NRC with licensing support for more than 10 new nuclear plants across the country. We have also provided the NRC technical support in connection with generic safety issues and have performed regulatory analyses of newly proposed regulations. We have provided technical assistance to both the EPA and the NRC in their decommissioning and recycle activities, including the preparation of the Generic Environmental Statement in support of a rulemaking on radiological criteria for decommissioning of nuclear facilities. For the DOE Energy Information Administration, we have assessed the contribution of regulatory stability on the capital costs of nuclear power plants, and have evaluated the proposed costs of new nuclear plants. In addition, SC&A has a strong waste management regulatory background, having supported the EPA over more than two decades in developing environmental standards for radioactive waste disposal, including both Yucca Mountain and the Waste Isolation Pilot Plant.

Technology Assessment & Development


SC&A, partnered with prominent advanced technology firms, has been actively involved in supporting the needs of U.S. Homeland Security and Department of Defense organizations to detect from a distance hazardous chemicals and explosives (including IEDs and person-borne IEDs). SC&A was the prime contractor on a DHS Science & Technology Division project to develop a portable standoff hazardous chemicals detector, and a subcontractor on DTRA and DARPA SBIR projects to develop systems to detect hazardous chemicals, explosives, and biological materials. In addition to project management and systems integration services, SC&A's scientists and engineers have also characterized various threats and provided analytical support. SC&A has also provided SETA support to DARPA in matters relating to ionizing radiation, radioactive and nuclear material, radiological contamination, and the identification and decontamination of contaminated surfaces, and, under contract to EPA, has investigated the radiological contamination consequences of a radiological dispersal device ("dirty bomb").

NEPA & Environmental Compliance & Management


SC&A has provided NEPA support for more than 20 years. We have prepared and reviewed EISs, supplemental EISs, and EAs for the NRC, DOE, EPA, Department of the Interior, and DOD, the subject matter of which has ranged from the installation of wind turbines to the disposal of nuclear waste. From the 1980s, when we prepared a Generic Environmental Report on License Renewal of Nuclear Power Plants, to the present, as our staff has participated in the development of Draft EISs in support of Combined Licenses (COLs) for more than 8 nuclear power plants, SC&A has been involved in all aspects of NEPA implementation.

Currently, SC&A works with the NRC Office of New Reactors in conducting safety and environmental reviews for the AP1000 and US-APWR. The NRC recently selected SC&A to support NEPA efforts in its Division of Waste Management and Environmental Protection related to fuel cycle facilities. SC&A also assists the DOE Office of NEPA Policy and Compliance. To date, SC&A has reviewed more than a dozen programmatic and full EISs for DOE, including the Hanford Tank Closure EIS, the Waste Management EIS, and the Greater-Than-Class-C Waste EIS.

SC&A maintains staff with expertise across all environmental laws. Given this expertise, we are able to provide clients with assistance in the preparation of policies and procedures for complying with these laws and their associated regulations; provide training services; perform compliance audits; and prepare the required permits. SC&A staff have also assisted many clients with the development and implementation of their environmental management systems (including for ISO 14001 compliance).

Remediation


SC&A's expertise in radiological sciences and chemical engineering was employed in providing support to clients with field investigations, remedial alternative evaluations, and remedial action implementation. SC&A was the initial, primary technical supporter to the Environmental Protection Agency, the Nuclear Regulatory Commission, the Department of Energy, and the Department of Defense in the development of the Multi-Agency Radiation Survey and Site Investigation Manual and the Multi-Agency Radiological Laboratory Analytical Protocols Manual. SC&A also developed soil washing equipment for the treatment at Superfund sites of soils contaminated with radionuclides. One of our senior staff members is a member of the New Jersey Commission on Radiation Protection.

Human Health & Ecological Risk Assessment (Chemical & Radiological)


SC&A's staff of health physicists and risk assessment specialists has provided a broad range of services associated with contaminated property. SC&A provided support to the Republic of the Marshall Islands in evaluating human health and ecological impacts associated with residual contamination from the above-ground nuclear weapons testing performed at the Islands. We have also performed risk assessments associated with several CERCLA and RCRA corrective action projects and have supported Natural Resource Damage Assessment (NRDA) projects.
